The Georgia Public Safety Training Center, its staff, and instructors are excited to announce the 2023 GPSTC Public Safety Conference hosted at our main campus on September 26th through 28th.  This conference is geared toward all personnel involved in keeping Georgia communities safe. A variety of courses will be offered to include the SRO executive seminar, active shooter response, fire and emergency services best practices, peer support for public safety and school safety personnel. This conference will also include partnerships with the Georgia Emergency Management Agency, Georgia Department of Education, and the U.S. Federal Bureau of Investigations.

Course Descriptions

SRO Executive Seminar (Part 1)

To continue developing effective School Resource Officer training, executive level attendees will discuss the current SRO course curriculum. Outline future courses that benefit school resource officers and discuss new updates in partnering with the Georgia Alliance for School Resource Officer and Educators Organization (GASROE). Present leadership strategies to enhance working with youth and support school safety personnel in the workplace.

SRO Executive Seminar (Part 2)

A review of school safety incidents over the past year and emerging school safety concerns for 2023 to 2024.  Discuss the human error factor in developing and or maintaining effective school safety. Conclude a panel discussion with the FBI on current trends in schools and opportunities to collaborate for future training.

Active Shooter Building Clearing

The purpose of course is to provide the officer with exposure to building clearing practices and threat mitigation tactics in response to an active and hostile threat. The information and techniques presented will be in accordance with the A.L.E.R.R.T. curriculum.

Tactical Handgun Skills

This course is designed to enhance and expand the weapon handling skills of officers who use semi-automatic pistols while employed as a law enforcement officer.  

School Bus Security: Prevention, De-escalation, & Response

This course will introduce the attendee to school bus safety & security. Recognizing & preventing school bus violence will be explored. De-escalation methods will be identified. Actions for drivers & first responders when responding to a school bus attack will be discussed. The course will conclude by identifying training opportunities & resources for first responders.

Stop the Dying: TECC Medical Skills

Presented by the R5TRAUMA Education Team, this course introduces attendees to the basic tenets of Tactical Emergency Casualty Care (TECC) and field expedient options for providing medical care at the point of wounding and beyond. This offering is designed to enhance the attendee’s knowledge of first responder medical skills, including using tourniquets, chest seals, and wound packing. Attendees will have the opportunity to practice and apply their enhanced skills during various stages of care.

Stop the Dying: Rescue Task Force Operations

Presented by the R5TRAUMA Education Team, this course is designed to introduce attendees to Rescue Task Force operational tactics. Building on the tenets of Tactical Emergency Casualty Care (TECC), Rescue Task Forces (RTF) provide the linkage to gaining access and extracting patients to continuing care and serve as a critical tool in the Stop the Dying toolbox. In this immersive offering, the student will learn the methods of “warm zone care,” including techniques to safely gain access in ASHE events and accomplish safe extractions to increase casualty survival.

Small Unit Leadership: Great Teams Don’t Just Happen

This course was designed and adapted from a book entitled ” Small Unit Leadership: A Commonsense Approach” written by Colonel Dandridge M. Malone. In this course, we will adapt the processes in this book to prepare the first line supervising police officer or firefighters for setting expectations, training to a high standard and how to lead effectively in all situations.

Peer Support: After the Trauma

This block of instruction will discuss the importance of officer well-being and mental wellness. Topics will cover techniques and resources that can assist in mitigating the potential impact a critical incident may have on a public safety officer.

E911 – Effective Communication with an Active Threat

This session will review the fundamentals of effective communication during an active threat situation, from phone calls to radio broadcasts. It will discuss nationwide events and protocol considerations telecommunication agencies could implement.

Safety in Schools: A Firefighter’s Perspective 

In this presentation, attendees will be provided with insight into school safety from the fire service perspective, for both the school, the staff and administration, the students, and their families.  The class will review the historical foundation for teaching fire safety education in schools, the impact that fire safety education has on the school environment and the students, and recent issues, such as youth fire setting, that might be found in the school setting. 

GPSTC’s Judgmental Simulation Training & Demos

This course uses an integrated system of video, laser, and computer technology. Students will interact in simulated scenarios requiring judgment and decision making regarding the drawing of a weapon and the use of deadly force.

GEMA – What Can GEMA/HA Do for You?

This training will provide a brief overview of what GEMA/HS can do for you. We will discuss the School Safety Analyst and the importance of reporting threats. Learn about the behavioral threat assessment as well as cybersecurity and the growing threat of AI.

GaDOE – School Safety Perspective

This training will provide a brief overview of the Ready Georgia Seal of Preparedness program, a grant update on the Governor’s School Safety Act grant and the Federal Safer Communities grant, as well as instruction on vaping and mental health awareness in Georgia schools.

FBI – Current School Safety Concerns in Georgia Schools

The purpose of this course is to provide officers insight into what constitutes privately made firearms (ghost guns) and how they may be manufactured.  In addition, a summary on the dangers of sexting in schools will also be provided. Learn about what we can do to keep students safe from the ramifications of sexting.

Integrating with Fire and EMS Incident Command

This course is designed to familiarize attendees with the NFPA 3000 standard. This course will describe how NFPA 3000 can benefit law enforcement, fire, and EMS personnel by improving their preparedness and interoperability when responding to active shooter events. The ‘what to do’ & not ‘how to do it’ framework that NFPA 3000 provides will be explored. Ideas for implementing the standard in the attendee’s community will be discussed.

Agency Legal and Constitutional Liability in a School Active Shooter Incident 

Due to the high societal impact of an active shooter situation in a school setting, it is important to understand the liability that an agency could possibly incur. This block of instruction will cover the legal and constitutional liability of an agency response to an active shooter incident.

PIO4LE – Surviving the News Cycle

Information, specifically news, flows faster than ever since the advent of social media, breaking news apps and continuous feeds.  Public Safety PIOs need to understand their audiences, appropriate news release outlets and how to protect their agency’s brand.  Come learn and practice with PS PIOs from across the state.  

Use of Force and De-escalation (Governor’s Initiative)

This block of instruction will not only satisfy the requirements for Governor’s Initiative, it will cover in detail the legal and constitutional aspects of use of force and realistic de-escalation techniques.
