National Incident Management System/Incident Command SystemProject NIMS 2.0 is a functional process of cooperation and collaboration that will provide highly functional working relationships throughout the emergency response community in Georgia, while restoring, renewing and reviving existing systems that have been established by Georgia Emergency Management Agency (GEMA), Georgia Public Safety Training Center (GPSTC) and the Georgia Forestry commission (GFC).

Project NIMS 2.0 continues to evolve and will build its momentum through a process of assigning instructors who are involved with incident management teams, for field delivery of the NIMS 300 & 400 training within their GEMA areas and re-introduction to National Incident Management System (NIMS) and All Hazards Incident Management Team (AHIMT) concepts during orientation time in all GPSTC course deliveries.  The information being offered will serve as a transitional conversation to renew interest in both the training offered and the team-building for Type 3 IMT’s.  Additional marketing concepts for exposure will be discussed in the marketing plan section of this document.

The Vision & Mission

The State of Georgia will be viewed as a national model for training, coordination, development and implementation of the National Incident Management System at the state and local levels. It is the mission of Project NIMS 2.0 to provide effective training for state & local responders, build quality Type 3 All Hazards Incident Management Teams, to develop the capacity to respond and to set a path to efficient and effective incident response & management throughout Georgia.

Services Provided

Project NIMS 2.0 is the project to restore, renew and revive the initial goals and efforts of the NIMS program via:

    1. Providing high quality classroom training for ICS 300 & ICS 400 levels, All Hazards Incident Management Team Development and resource identification
    2. Effectively marketing NIMS throughout Georgia as a solution to the training needs of those who require this training
    3. Finishing the job of building 3 All Hazards Incident Management Teams (AHIMT) with the ability to respond in any of the GEMA Regions
    4. Setting a path to effective and efficient incident response and management throughout Georgia

Market Analysis

The need for intermediate and advanced NIMS training in Georgia has been well established as it is a requirement of the Federal Emergency Management Agency and one of the primary training needs in the state for various reasons.  There are multiple state and federal government and non-government agencies identified as having an immediate need for this training.  This project is a creative approach to re-branding NIMS and establishing a marketing plan for further development of the training processes, team development and quality response activities.  The primary source of information to be used in establishing and expanding the NIMS training will be the curriculum produced and provided by Federal Emergency Management Agency (FEMA). Courses will be scheduled and delivered multiple times per year in six of the GEMA regions and at the GPSTC complex.

 The comprehensive plan for this project is predicated on three overarching principles.  These principles are tools, training and teams.  By focusing on and utilizing these three principles we will consistently and constantly build the infrastructure needed to expand the NIMS project in Georgia for success.

Locations

Project NIMS 2.0 will be based at the GPSTC, Georgia Fire Academy Division Office, and will be supported by partners representing GPSTC in six locations. This concept of decentralizing training is required in order to make the training available on a more convenient basis for those requiring the training. Training locations will include the GPSTC and six additional sites, to be designated as Regional (NIMS) Training Academies (RTA’s).  These academies have been designated as:

    • North-West: Roswell-Alpharetta Regional Public Safety Training Center, 11565 Maxwell Road, Alpharetta, GA. 30009.
    • North-Central: Gainesville-Hall County Public Safety Training Center, 2801 Allen Creek Road, Gainesville, GA.  30507
    • North-East: Augusta Fire Department, 3117 Deans Bridge Road, Augusta, GA 30906
    • Central Georgia: Georgia Public safety Training Center, 1000 Indian Springs Drive, Forsyth, Ga. 31029
    • South-West: Albany Fire Department, 320 North Jackson Street, Albany, GA. 31701
    • South-Central: Valdosta Fire Department, 200 S. Blanchard Street, Valdosta, GA. 31601
    • South-East: Hinesville Fire Department, 103 Liberty Street, Hinesville, GA 31313

Management and Operations

The management teams will consist of experienced professional personnel with qualifications and backgrounds that support their level of responsibility. The training and development of Type-3 AHIMT’s will be conducted through assigned roles and responsibilities in accordance with legislation in Georgia (SB 243), O.C.G.A. 38-3-57.
Jenny Lynn Bruner is the Program Coordinator and representative for GPSTC.  Jenny Lynn will be responsible for:

    1. Program plan and design
    2. Master training schedule for requisite training
    3. Contract negotiations for training
    4. All instructor assignments

Alvin Hoke is the Training Coordinator GFC, and will be responsible for shadowing and other advanced level field training, leading to credentialing for command and general staff members.  The credentialing process shall be created as a collaborative effort of G.E.M.A., GPSTC and GFC.

Ronnie Register is the Fire Program Training Coordinator for GEMA. Ronnie will be responsible for managing and consulting for the NIMS training exercises for all field training and exercises associated with the project:

    1. Set up and coordination of field training exercises
    2. Administrative affairs related to field training exercises
    3. Adherence to and development of state grant requirements
    4. Records and reports involved with exercises
    5. Inventory and access to field training facilities and support
    6. Coordinating with executive level parties
    7. Establishing guidelines for deployment

Project NIMS 2.0 will be an ever expanding program with increasing strategies for managing training and evaluation processes in various locations throughout Georgia in order to ensure competency and readiness for emergency response.  The project will require the use of advanced technology that may call for additional contractual agreements for advanced level training in the years to come.

Strategic Plan

The master training schedule will become effective September 1, 2012, and has a goal of NIMS course delivery at the rate of two (2) ICS 300 classes and one (1) ICS 400 class delivered at each Regional Training Facility and GPSTC per quarter.  With a maximum class size of 30, this will provide opportunity for 60 IS-300 & 30 IS-400 students per quarter to receive NIMS training at each location per quarter.  This offers a total of 420 students per quarter or 1,680 students annually for the 300 level training.  This would also offer a total of 840 students the 400 level training quarterly, for a total of 2,520 students receiving NIMS 400 training annually as funding and facilities are available.

In addition to the 300 & 400 level training, the All Hazards Incident Management Team Training or the Command & General Staff Functions for Incident Management Team Training will also be offered once per year at each of these Regional Training Academies as funding permits.  This scheduled training will assist in facilitating the training of personnel that are interested in joining a Type 3 Incident Management Team with getting this requisite training without having to travel as far or, be away from their home agency for too long a period of time. These training opportunities are designed to create a greater pool of interested members in the IMT Position Specific Training classes. These Position Specific classes will be conducted, once per year, for each position. All Position Specific classes will be offered at GPSTC campus as the demand for particular positions are determined. All classes will average 30 students and will require a minimum of 2 instructors.
